Memoranda of Understanding (MOUs) are one of the most commonly discussed but least well understood tools available to library boards navigating their relationship with municipal councils and staff. This session offers a practical primer for library leaders and staff who want to better understand what an MOU is, what it is not, and when and why it might be useful.

Drawing on his experience in municipal governance, library board leadership, and public sector advisory work, Crestview Vice President Jonathan Scott will cover the fundamentals of what distinguishes an MOU from other types of products, what purpose an MOU can serve for both the library board and the municipality, and what the relationship-building groundwork looks like before any document is drafted.

Participants will leave with a clearer sense of how to think about MOUs as a governance tool, when to consider pursuing one, and what to watch out for along the way.

This session is designed as an accessible introduction for participants with little or no prior experience with MOUs or formal intergovernmental agreements.
